Although it is quite unfortunate to hear, Beta test users will not be able to transfer their beta test data to PUBG New State’s official launch version scheduled to go live on November 11, 2021.

“As a reminder, all progress made during the Technical Test—including account information, items, and game data—will be reset and unavailable when the game launches. Please make sure you delete the game app you used to participate in this test to avoid any potential issues once the game officially releases.“

Hence, it is very clear that players will be unable to restore their beta test data. The devs also made it clear for the users to delete the test application before downloading the official version.
